These contaminations can be in the form of leaks from the engine combustion chamber into the crankcase oil, burnt oil, and metal particles from engine wear, such as arsenic, lead, nickel and cadmium. Numerous other metals are present in used oils, such as aluminium, copper, iron, magnesium, silicon, and tin can also be hazardous if disposed of improperly.
However, used oil is a form of hazardous waste that can be recycled economically. Re-refining used oil takes only about one-third of the energy of converting crude oil to lubricant. Today, the demand for Waste Oil Recycling is growing because of the growth seen in the significant bulk consumers such as the automobile sector, industries using machinery, railways etc. Recycled oil is just as good for vehicles as virgin oil, which has undeniable environmental and economic benefits.
Now these (Wasteoil related businesses)are basically of 2 types: WasteOil Collection Facility and Oil Recycling Facility. In the first case, waste oil is collected from engines/ machines/ boilers etc., through a network of authorised collection centres which segregates the oil based on its type and stores it as per the SOP laid down by the CPCB. Then a sizable batch is sent to the recycling facilities.
In a Waste Oil Recycling Business, used oil is filtered, hydro-treated and distilled to remove different contaminants. The resulting product is identical to the virgin base oil. There are turnkey filtration plants available in the market today that can filter used oil to meet Indian standards, such as the American Petroleum Institute (API). Refining gives eco-friendly base oil, generating lower carbon emissions than virgin base oil. The refining process leads to the separation of hydrocarbons, polymer additives, carbon particles, water and metals and the base oil is recovered. After quality testing, it is sold back to manufacturers.
Now if you are planning to start such a business, you must be aware of the Applicable Licences and Approvals that will be needed. The major licences and approvals will include
• Business Registration
• Pollution NOC from concerned SPCB
• Hazardous Waste Management authorisation
• Factory licence
• MSME registration
• EPR Registration
Now let's understand the What is Extended Producer Responsibility EPR, which is a waste management regime based on the producer's pay principle and ensures that producers are responsible for the whole life cycle of their products, including their disposal. The significance of EPR in India has never been more vital. Around 70 % of the waste oil is "recyclable" according to some reports, have qualities that make them suitable as resource materials for recovering base components, i.e. base oil), energy, materials like metals, or for use in secondary projects, production of low-grade goods, or the recovery of the product itself, which can be used as a resource material after processing.
Now as EPR Registration has been made mandatory for Waste Oil Recycling Businesses. Let us understand the changes made. Producers/ waste oil importers/ recyclers, and collection agents will have to register for EPR for Waste oil through an online system developed by the Central Pollution Control Board. The registered entities will be issued EPR registration numbers and will have to report production/ import and recycling data quarterly and yearly returns as per their responsibilities, and the tracking system will ensure a material balance of the lubrication oil introduced to the market by producers during a fiscal year will be maintained by this system. The following Businesses that need EPR Registration will have to register on the EPR portal.
a) Producers
b) Used Oil importers
c) Recyclers
d) Collection agents
Any entity that fits into more than one of the categories above must register under each one separately. The rules also defined the authority of the CPCB to cancel the entity's registration in case of withholding information, false reporting of oil production recycling or import, or any other information required under the new schedule, for up to five years. In addition, the Board may levy environmental compensation if the entity falls short of meeting its EPR targets, as defined in the rules.
